We all like to play the blame game when it comes to responsibilities, but who is ultimately responsible when a spill happens? Spill response can mean many different things to facilities that house both petroleum and non-petroleum based materials. Do we only report a spill if someone catches us, or do we have to report every small spill, even if it doesn’t go near a drain? If you generate hazardous waste, you are already familiar with the paper system that requires matching generator copies with the TSDF (Treatment Storage and/or Disposal Facility) copies. Your Yellow Box probably has a stack of these matching manifests to keep as records because you are responsible for the waste from cradle to grave.
